Responsibility before Authority
Space belongs to no nation, no company and no generation alone.
The Federation of Space Governance is an independent European circle of individuals who take responsibility for the rules of spaceflight before anyone grants them the authority to do so. Not an association, not an agency, not a lobby group, not a party. A think tank and leadership circle in the making.
On 31 October 2026, this circle comes together for the first time as part of the ISA Space Law Forum in Frankfurt. That is a visible signal, not a founding act. Members belong to the circle in a personal capacity and are confirmed individually and in writing. The Honorary President of the ISA is Prof. Dr. Jan Wörner. Further members will be announced as soon as their commitment is confirmed.
Satellites today underpin communication, navigation, financial systems and security. Orbital positions are being claimed and resources targeted.
The rules that will govern this for the decades to come are being written right now, in legislative procedures, treaties and precedents. Mostly without public scrutiny.
Europe's strength was never its size. It has always been its excellence. But that excellence is distributed: brilliant minds, sovereign institutions and world-class organisations work in parallel, rarely together. This circle exists so that they speak together.
WHAT WE TALK ABOUT
Who is liable in a collision?
Thousands of satellites circle in low Earth orbit. If two of them collide, it is still not conclusively settled who bears the damage, or under which law.
Who owns resources in space?
The Outer Space Treaty prohibits territorial appropriation. On the extraction of resources it says little. Individual states are already making rules of their own.
Who gets which orbit?
Orbital slots and radio frequencies are finite, and they are being allocated. Whoever arrives first creates facts, for decades.
What makes spaceflight investable?
Without predictable law, no capital. Without capital, no European space economy. That is why law and capital sit at the same table here.

The Frankfurt Principles: the position paper on the legal architecture of the new space economy, editorially curated from the consultation process of the European Space Law Forum. Version 1 will be published on 31 October 2026. Results will be presented at the Public Finale from 5 pm.
